Gov. Cox signed several healthcare-related bills into law following the 2026 Utah regular legislative session.
- HB 258 Insurance Coverage Amendments: This bill requires a health benefit plan to cover certain procedures and treatments to reverse a sex transition if the health benefit plan covers certain treatments or procedures to effectuate a sex transition. This includes hormonal transgender treatments and sex transition procedures. The law applies to health benefit plans renewed or entered into on or after January 1, 2027.
- HB 269 Ambulance Provider Payment Amendments: The act amends the base rate for ground ambulance services, allows a ground ambulance provider to collect up to the base rate and mileage rate, and requires an annual publishing of the adjusted base rate based on transport type. The act is effective July 1, 2026, and is an update to prior actions detailed in the Compliance Corner article from October 7, 2025, Utah Bulletin on Ground Ambulance Provider Payments.
