DC Issues Bulletin to Address Religious Accommodation Requests to Expanded Coverage Requirements

On February 11, 2026, the Department of Insurance, Securities, and Banking (DSIB) released an Updated Religious Accommodation Bulletin, which addresses the expansion of certain health coverage requirements and the process for employers with religious objections to those requirements to request accommodations.

According to the bulletin, employers with religious objections to the coverage of required covered health services such as contraception, sterilization, fertility and infertility treatments, abortion and abortion-related care, and other women’s health services required under District of Columbia law may request an accommodation by submitting an Employer Notice of Request for Accommodation and Self‑Certification Form to the health insurance carrier(s).

Employers must submit this form to carriers on an annual basis, while carriers must report which employers were granted accommodations to the DSIB on a quarterly basis by email using the DSIB’s Issuer Accommodation Notification Form. Samples of both forms are included in the bulletin.
