On April 22, 2015, the South Dakota Division of Insurance (DOI) issued Bulletin 15-02 to remind all health insurance issuers and health plan sponsors that health plans that do not offer essential health benefits are considered limited health benefit plans. Such plans must be issued as a supplement to other health coverage, and the insurer or health plan sponsor must disclose to participants that the plan constitutes a limited benefit plan which does not provide minimum essential coverage.
