Insurers Must Cover COVID-19 Testing Without Cost Sharing

On March 5, 2020, Commissioner Kreidler issued Emergency Order No. 20-01, requiring insurers to waive all cost-sharing payments for the testing and doctor’s visit for COVID-19. The order also requires the carriers to suspend any prior authorization requirements for this testing and to cover out-of-network testing in the same manner as in-network testing. The order also requires insurers to allow participants to obtain a one-time refill of their covered prescriptions prior to the expiration of the waiting period between refills. Employers can notify plan participants who may need to receive testing that the testing will be provided without cost sharing.
